The EUROCONTROL project, which was carried out in cooperation with the Deutsche Flugsicherung, dealt with a reorientation of safety management in complex organizations from a reactive to a proactive orientation. The aim was to combine information available in the company from various sources in such a way that they can be recognized as patterns and the company can take countermeasures before accidents occur. The main objective of the research project was to develop a theoretical model and evaluate it in practical application.
